Resolved - Tableau Engineers have confirmed that the solution put in place to mitigate the issue with incremental refresh of extracts in Tableau Cloud was successful. This incident is now considered resolved.

There is now a Knowledge Base article available with a workaround for users who have experienced issues with Incremental refreshes. https://kb.tableau.com/articles/issue/incorrect-data-displays-for-incremental-refreshes-in-tableau-cloud-when-using-a-non-unique-key
